The research infrastructure of Kyiv National Linguistic University includes 10 scientific schools, postgraduate and doctoral studies, 2 specialized academic councils, one-time specialized academic councils for the defense of dissertations for the degree of Doctor of Philosophy, 3 educational and research centers, the Research Society of Students, Postgraduates, Doctoral Students and Young Scientists of KNLU, and scientific clubs. Kyiv National Linguistic University has a modern infrastructure for basic and applied research and technology transfer, the results of which are of practical value to society and the country's economy. 1. Admission of foreigners and stateless persons to the University's postgraduate studies is carried out in accordance with the Laws of Ukraine "On Higher Education", "On the Legal Status of Foreigners and Stateless Persons", "On Foreign Ukrainians", "On Refugees and Persons in Need of Additional or Temporary Protection", "On the Establishment of Additional Legal and Social Guarantees for Citizens of the Republic of Poland Staying in Ukraine", Resolution of the Cabinet of Ministers of Ukraine of September 12, 2018 No. 729 "Issues of Higher Education for Certain Categories of Foreigners and Stateless Persons". Citizens of the Russian Federation and the Republic of Belarus who do not have a permanent (temporary) residence permit in Ukraine are admitted to study upon individual permission of the Ministry of Education and Science of Ukraine. 2. Foreigners and stateless persons (after this referred to as foreigners) may receive higher education at the expense of individuals and/or legal entities unless otherwise provided by international treaties of Ukraine, ratified by the Verkhovna Rada of Ukraine, legislation or agreements between the University and higher education institutions on international academic mobility. The admission of foreigners at the expense of the state budget is carried out within the quotas for foreigners (except for foreigners and stateless persons, including foreign Ukrainians permanently residing in Ukraine, persons recognized as refugees, and persons in need of additional protection). 3. Foreigners may be enrolled in full-time or part-time education. 4. Foreign citizens and stateless persons are admitted to accredited educational programs. 5. For admission to the postgraduate program of the University, a foreigner personally submits an application in paper form to the Department of Research. The foreigner shall attach to the application: 1) a document (original and its copy) on the previously obtained educational (educational qualification) level, on the basis of which the admission is carried out; 2) an appendix (original and copy) to the document on the previously obtained educational (educational qualification) level on the basis of which the admission is made (if any); 3) an academic transcript issued by a foreign/Ukrainian educational institution (in case of transfer or renewal of studies starting from the second year, an academic transcript shall be attached); 4) a copy of the foreigner's passport or statelessness document; 5) health insurance policy, unless otherwise provided by international treaties of Ukraine; 6) 4 photographs 30 x 40 mm in size; 7) a copy of the certificate of a foreign Ukrainian (if any); 8) a presentation of their research proposals in the form of an abstract within their chosen research specialty on the topic of their future dissertation, or an article within their chosen research specialty on the topic of their future dissertation published in a scholarly journal of Ukraine (Category A) or in a foreign publication indexed in the scientometric databases Web of Science and/or Scopus, or in a scholarly journal of Ukraine (Category B); 9) a duly-certified list of published research papers and inventions in Ukrainian or English at the candidate's place of work/study. The documents referred to in subparagraphs 1–4 of this paragraph must be translated into Ukrainian and have a notarized translation. The documents referred to in subparagraphs 1–3 of this paragraph must be certified in the country of their issuance in the manner officially used in that country for such certification and legalized by the relevant foreign institution of Ukraine unless otherwise provided by international agreements of Ukraine. The application and documents referred to in this paragraph must be kept in the personal file of applicants. 6. Enrollment of foreign applicants for postgraduate studies at the University is carried out during the year. If a foreign citizen or stateless person submits an application for admission to a postgraduate study at the University, the Research Department accepts documents in accordance with clause 5 of this section and if the available records meet the admission requirements, the Research Department prepares a draft order to establish a commission for the entrance examinations. 7. Foreigners are enrolled for study at the appropriate level of higher education based on the results of evaluation/review of documents submitted in accordance with subparagraphs 1, 2 of paragraph 5 of these Rules, entrance examinations and language of study exam, and on the basis of academic rights to continue studying, provided by the document on the level of education in the country of origin, and taking into account the academic performance points that give the right to continue studying at the next level of higher education in accordance with the legislation of the country that issued the document on the level of education. 8. All categories of foreigners who are enrolled in postgraduate studies at the University shall be enrolled in the University on the basis of orders for enrollment. Plenary session of the International Scientific and Practical Conference “Ad orbem per linguas. To the World through Languages” 14 May 2026 On 14 May 2026, on the occasion of celebrating the Day of Science in Ukraine, the scientific platform “Ad orbem per linguas. To the World through Languages” commenced its work at Kyiv National Linguistic University as a venue for presenting innovations and technology transfer into various spheres of educational and professional activity. The moderator of the event, Associate Professor Hanna ZINCHENKO, noted that the principal activities of this platform include the International Scientific and Practical Conference, round tables, panel discussions, and sectional meetings. The plenary session of the International Scientific and Practical Conference, dedicated this year to commemorating the memory of the outstanding Ukrainian linguist Heorhii Heorhiiovych Pocheptsov on the occasion of the 100th anniversary of his birth, was opened by Acting Rector, Professor Sergii SOROKIN. In his welcoming address, Professor Sergii SOROKIN expressed his gratitude to the organisers, guests, and participants of the conference, whose representation continues to grow every year, attesting to the popularity of the platform “Ad orbem per linguas. To the World through Languages” both among higher education institutions and other organisations in Ukraine and abroad, including the United States of America, the Federal Republic of Germany, the Republic of Poland, the Republic of Ireland, the Republic of Lithuania, and others. Roman VASKO, Advisor to the Rector of KNLU, Doctor of Philological Sciences, Professor, shared his recollections of the life and scholarly-academic path of Heorhii Pocheptsov and emphasised that Professor H.H. Pocheptsov was and remains in our memory as the founder of KNLU’s scholarly schools. The foreign participants of the conference delivered engaging presentations. Professor Thom GENCARELLI (Manhattan University) proposed for discussion the topical issue “Evolution, Revolution, and Re/evolution: A Media Ecological Analysis of Our 21st Century Media Environment,” which aroused considerable interest among all participants and stimulated discussion concerning the transformation of the contemporary media environment and the evolution of the means of human communication. The scholar analysed the key stages in the development of communication technologies, from oral speech and writing to digital media, and outlined the impact of new information technologies on contemporary society and human thinking. Sociologist and Senior Researcher at the European University Viadrina in Frankfurt (Oder), Susann WORSCHECH, focused on the analytics and statistics of issues addressed in the presentation “Illuminating the Blind Spot? The Thorny Path to Establishing Ukrainian Studies: The Case of Germany 1991–2025.” In particular, attention was paid to the difficulties of institutionalising this field and the growing interest in Ukrainian studies within the European academic space. Professor Daniel RELLSTAB (University of Education Schwäbisch Gmünd) addressed the issue of interaction between humans and artificial intelligence in his presentation “Speech Acts, Artificial Intelligence, and the Semiotics of Charles S. Peirce.” Drawing on the semiotic theory of Charles Peirce, the scholar analysed the nature of speech acts and emphasised the fundamental differences between human communication and AI-generated text production. Particular attention was devoted to issues of critical thinking, interpretation of meaning, and the limits of the use of LLM technologies in the contemporary educational and information environment. The plenary session concluded with a ceremonial awarding of KNLU academic and teaching staff, students, postgraduate students, and doctoral candidates for their significant scholarly achievements during the 2025–2026 academic year.
